It is true. Not only in Punjab, India, but also in remaining 27 more states stories are the same. The reason I perceive for the decline of democracy world wide is neglected attitude of voters. Both in India and America a party which manages to garner about 30% votes out of 60% total votes casted gets elected and represent 100% people.
